Australia

Simon is a member of the Environment Protection Authority's Executive and leads the EPA branch responsible for:

  • developing innovative economic mechanisms for environment protection (focusing on tradable emissions, offsets and emissions charging schemes).

  • economic assessment of proposed regulations, policies and guidelines

  • environmental reporting programs (including the NSW State of the Environment Report)

  • a regulatory innovation program

  • regulation of radiation safety

In previous positions he has drafted the rules and helped implement the pilot Hunter River Salinity Trading Scheme (Australia's first active and most successful emissions trading scheme) and led the team that introduced Load Based Licensing (Australia's most comprehensive system of polluter-pays charges for discharge of air and water pollutants).
