Mukul G. Asher is Professor in the Public Policy program at the National University of Singapore. He was educated in India and the United States. He was a Visiting Professor at the Fiscal Affairs Department of the International Monetary Fund from July to December 1997. He was a Visiting Scholar at the Asian Development Bank Institute (ADBI) in Tokyo from September 2001 to December 2001. He specializes in Public Finances of developing countries, and is regarded as the leading authority on social security arrangements in Southeast Asia.
He has recently completed a manuscript on social security reforms in India. He has been a consultant on tax reforms and social security issues to the World Bank, International Monetary Fund, Asian Development Bank, Organization for Economic Cooperation and Development (OECD), UN-ESCAP, Asian Development Bank Institute, and Friedrich Ebert Stiftung.
