Bryan Pape's interest in environmental taxation sprang from a desire to a investigate way of improving the Australian States taxation systems by reducing their over reliance on payroll taxes with more effective environmental taxes. Also in the course of assisting in promoting the establishment of the Australasian Centre for Agriculture and Law in the University of New England he became interested in whether some environmental statutes work in way which is tantamount to the expropriation of property and whether this could characterised as a form of taxation.
