Prof. Toru Morotomi has studied the appropriate forms of policy mixes by environmental taxes, emissions trading system and voluntary agreements. Now Toru is especially interested in the following themes:

1. The relationship between the possible set of policy instruments adopted domestically and the Kyoto Mechanism or international emissions trading system.
2. Local environmental taxes.
