Prof Pedro M. Herrera was a member of the Commission set up by the Ministry of Finance for Research on Environmental Taxes (1998). He was also secretary of the Commission set up by the Ministry of Finance for Research on Environmental Taxes and Energy Development. Pedro is the author of a handbook on Environmental Tax Law (Madrid, 2000).
