My Ph.D thesis aims to develop a viable program for China's government to regulate its air pollution control in an environmentally friendly as well as cost-effective way. While essentially focusing on emissions trading, the most popular and persuasive method, I am trying to explore among various possible approaches, and hopefully, find a practical one in accordance with China's specific circumstance.
Academically, my research interest lies mainly in the field of role that China's government, especially the environmental institutions, should play in designing, implementing, and enforcing a market-based mechanism in a real world; possible justification and prospect of China's international obligation to reduce greenhouse gas; and China's anticipated market performance regarding emissions trading as well as potential participants behavior.
Through my part-time working experience in China's government and on-spot research relating to some ongoing emissions trading programs, I firmly believe that, unless the satisfactory analysis of the specific culture-rooted operating style that always influences and sometimes determines the way in which China's officers evaluate reform suggestions and enforceable global cooperation is available, chances are slim that any reform proposal would successfully negotiate the perilous path from concept to implementation.
